so my first character gwen quest got glitched and she is not give me that quest item so i have created another one with the item so i am wondering how far away is it?? can anyone give me a guide on how to get to it after the pre searing (i think thats what its called)

If you are talking about the cloth scrap, create another pre-sear character and complete the quest. That character can bring the cloth scrap out of pre-sear and put it in the storage chest which is shared across all characters. There is no way back into pre-sear.

You get access to your account shared storage (also called the xunlai chest) as soon as you reach the first town after leaving pre searing, or entering your guild hall (which you can't do until you leave pre).

To leave pre searing, you need to have chosen a second profession and then do the path to glory quest.

It will cost you 50gp to open access to your storage (one time fee per character).

Ok, I will assume that because the title is about the Xunlai storage boxes that you are wondering where they are. The answer to that has been said; they are not in pre searing.

As for this thing about the gwen quest, I think Wilebill may be giving you the answer you're looking for.
